Description

Consciente de son rôle et de l’impact de sa contribution face aux changements climatiques et à la protection de la biodiversité, l’Administration portuaire de Québec agrandit son équipe dédiée à l’environnement, par la création de nouveaux postes afin de répondre aux enjeux spécifiques reliés notamment aux changements climatiques ainsi que pour assurer la protection de la biodiversité et des milieux biophysiques qui se trouvent sur son territoire. DESCRIPTION DU POSTE Relevant du directeur Environnement, le titulaire agit à titre de chargé de projet et a la responsabilité, avec l'équipe en place, de planifier, concevoir et gérer une variété de projets relevant de la discipline de l’Environnement en plus de soutenir dans son champ d’expertise, la direction des Infrastructures portuaires, le Bureau de projets, ainsi que la vice-présidence Opérations. De plus, il agit à titre d’expert dans le domaine de la gestion des sols et des matières résiduelles.

Responsabilités

Il assume les principales responsabilités suivantes :
  • Agir comme chargé de projet dans le cadre des projets environnementaux, incluant la préparation des appels d’offres, la sélection des soumissionnaires, le suivi des coûts, des échéanciers, la qualité des livrables et la surveillance des travaux;
  • Soutenir la direction des infrastructures portuaires et la direction de l’entretien pour la planification et la mise en œuvre des mesures environnementales dans le cadre de la réalisation de certains projets d’infrastructure, notamment pour la gestion des sols et pour l’application de mesures appropriées d’atténuation des impacts environnementaux;
  • Évaluer les projets sur le territoire du Port de Québec en vertu du processus environnemental et de participation citoyenne en vue de déterminer l’acceptabilité des évaluations des effets environnementaux;
  • Planifier, coordonner et superviser la disposition, la sortie, la surveillance des sols et des sédiments contaminés et la traçabilité de ceux-ci avec les différents sous-traitants;
  • Coordonner l'ensemble des étapes des projets de caractérisation et de réhabilitation de terrains contaminés;
  • Effectuer le suivi des amas de sols auprès des services de l’ingénierie, de l’entretien et des utilisateurs pour connaître la provenance des piles, le projet relié, etc;
  • Réaliser des études et des rapports techniques et déterminer des lieux d’entreposage temporaire pendant la période d’analyse;
  • Planifier et coordonner la réalisation de différentes études ou programmes pour les besoins de l'APQ auprès de consultants externes;
  • Coordonner des actions spécifiques du plan d’action de développement durable (PADD) et s’impliquer activement dans les différents comités;
  • Assurer une veille réglementaire des activités susceptibles d’avoir des impacts environnementaux sur le territoire de l’APQ ainsi que sur les activités opérationnelles sur le terrain;
  • Assurer la garde environnementale et intervenir lors des urgences et plaintes en coordonnant l’application des mesures correctives liées à son secteur, en alternance avec les membres de l’équipe;
  • Apporter un support à son supérieur hiérarchique et aux autres membres de l'équipe pour différents mandats;
  • Contribuer, par son attitude, à créer un climat de travail favorable au travail d’équipe.

Profil requis

  • Baccalauréat en sciences de l’environnement ou en génie dans une discipline appropriée;
  • Posséder de 7 à 9 années d’expérience en environnement ou dans des fonctions similaires, dont deux (2) années d’expérience en tant que chargé de projet;
  • Connaissance des processus de vérification de conformité environnementale, d’analyse de risques et des systèmes de gestion (ISO 19011, CSA-Z773, ISO 31000 et ISO 14001);
  • Très bonne maîtrise du français oral et écrit;
  • Anglais de niveau avancé à l’oral et à l’écrit;
  • Leadership envers les divers intervenants en tant que chargé de projet;
  • Certification PMP/CAPM (atout);
  • Connaissance du milieu maritime (atout).
